[Cz-biology] Proposal: Gene stubs for all genes in human genome

I've resurrected a previously-discussed proposal on the official
CZ:Proposals system to create gene stubs for all (notable) genes in the
human genome.  In case there are others who don't actively watch the
proposals page, I thought I'd send a specific note to the Biology
Workgroup.
