[Cz-biology] Proposal: Gene stubs for all genes in human genome

I don't recall the details but I have discussed this proposal a lot 
with Andrew. For me this represents one of our best chances at 
recruiting frontline scientists to participate in this project. I 
will try and get all the pro and con arguments together so that we 
can start pushing this forward.

For starters we can consider how this has worked at wikipedia ( one 
example here: http://en.wikipedia.org/wiki/TARDBP ) and consider how 
to adapt that model to our own subpages format.
