It has been quite a while since I thought about what the items in a traceroute line mean. So, I have made two errors. The first is the ttl is the first value shown in the line (not the 3 time values shown at the end of the line). The time values are in fact the round-trip time between the probe and the receipt of the ICMP time exceeded message (as I originally stated).
