[Cz-editcouncil] Shall we test the system?

I have uploaded an edited version, which is here:

Note that I have added language about quorums; I have precisified how the
wiki is to be used; and I have added a new section about the use of the
Council mailing list.

I've also thought of a way to keep this list unmoderated: initial comments
about proposals are to be sent to a single person who releases them all
after a deadline.  We trust people to stick to a moritorium on official
discussion of a proposal until after that.

If there isn't any significant objection, I would like to test out the
system on some simple, relatively inconsequential proposal, beginning
tomorrow.  This will help us understand it better.

I haven't thought of what proposal we might use.  Any ideas?
