[Cz-editcouncil] Resolution 0004: NEW subpage resolution

All,

I move the adoption of Resolution 0004, found at
http://tinyurl.com/yuth76

This resolution would have us adopt a new subpage format and effectively
expand the scope of Citizendium as a project.  So this is very important
for CZ.

I am calling for two co-sponsor(s).

Our Secretary should, if he is available, act as Chair for purposes of
this resolution, since I am sponsoring it and I want to argue for it.

Note this section of our rules: "If the Chair offers a resolution, then
the Secretary fills Chair duties with respect to that resolution, and
the Chair may vote and discuss. The Chair is discouraged from offering
many resolutions, however, because it may undermine the Council's trust
in his or her impartiality. Similarly, if the Secretary sponsors any
resolution, he or she cannot perform Secretary duties with respect to
that resolution; and similar rules apply for each Rules Committee
member."
