[Cz-editcouncil] Resolution 0004: NEW subpage resolution

Dear Larry,
I agree to chair the Resolution 0004 and have also signed as a Co-Sponsor.
However, I shall not participate in the discussions and/or voting as per
rules.
However, my working time is Mon through Fri 2:30 hrs to 11:30 hrs UTC,
i.e, Mon through Fri 21:30 hrs to 6:30 hrs EST.
