[Cz-editcouncil] Resolution 0003: initial call for privatecomment

Dr. Baldwin-Edwards innocently broke a rule (and then kindly apologized)
specified by our Rules of Procedure, which were duly adopted by this
Council.

The Chair finds Dr. Tito out of order.  He may make a resolution that we
amend the rules in keeping with his wishes.  Until the time as that such a
resolution has been adopted, it is not in order to comment about the
resolution on the list.

The list will, overnight (for the next 12 hours or so), be made moderated,
to discourage further out-of-order remarks.  Any in-order remarks made to
the list will be forwarded in the morning.

Thanks to the others for their (private) comments!
