[Cz-editcouncil] Resolution 0003: initial call for private comment

All,
Please let me clarify the rule in question. Our Rules of Procedure are
here:
http://en.citizendium.org/wiki/CZ:Editorial_Council_Rules_of_Procedure
(Not at the "Amendment 1" page--the contents of that page were transferred
to the above URL.)
Section 4.3, concerning discussion, states:
<< "Official" discussion of a resolution ordinarily begins only as follows.
An initial call for comment on the resolution is posted on the
cz-editcouncil mailing list. Some specific amount of time, such as 48 hours,
is set for initial comments. The Chair specifies the permissible maximum
length of comments, but something within the range of 300-600 words is
suggested. All initial comments on the resolution are sent to the Secretary,
who saves them until the initial comment period elapses; then all comments
posted at once to the list, in order of receipt. (This is to avoid an echo
chamber effect; each Member offers his or her initial, non-binding opinion
uninfluenced by others. The hope is that we will enjoy the benefits of the
full spectrum of opinion on a question.) >>
The Chair notes that *after* the initial call for comment, which is private,
then we can engage each other with as much vigor and openness as we please
via three different methods, all described in the rules.
The Chair also notes that usual parliamentary procedure allows members to
move to suspend the rule(s). If the Council were to approve such a motion
(which would require a 2/3 vote, according to Robert's Rules 10e), then
members could, in that one case, use the list freely for discussion under
whatever provisions were specified by the motion. Otherwise, someone would
have to submit a resolution which revised the "Discussion" section of our
rules.
The Chair
