[Cz-editcouncil] Moderated list during initial comment period

If there is no objection, the Chair will make the list moderated until the
initial comment period on Resolution 0003 is finished.  To make the list
moderated means that all comments have to be approved by the moderator--the
Chair--before being forwarded to the list.  The reason for this is that,
overnight, two more mails, commenting on the resolution or on the initial
comment process, were sent to the list.  Such mails are out of order: the
Chair has already explained (see http://tinyurl.com/2rfffo) the rules on
this point.  *Initial* comments on Resolution 0003 should go directly to the
Chair, not to the list--and in the future, they will go directly to our new
Secretary.

The Chair reminds members that any member may move to suspend the rules
temporarily, or make a resolution to amend the rules so as to eliminate the
initial (private) comment process or to open the list to comments.

Also, if you would like to argue that there should not be a private comment
period, you're free to do so on the Forums.
