Hi Larry,

I think it is worth giving it a try. We need to see how quickly a proposal
makes it through the process before deciding how well the system works. 

You already have a "Council rules of procedure" page posted at the link you
gave, so why not just try sending that set of proposals through the process
for an "up or down" vote? Otherwise, if that is too broad, why not just pick
one such as "Each new proposal should have its own wiki page, made according
to the following format: "Editorial Council Proposal NNNN", where NNNN is
the next proposal number according to Editorial Council Proposals Complete
List".
