[Cz-editcouncil] Resolution 0001: initial call for private comment

Dear Council Members,

The Chair moves that the Council adopt the resolution found at 

http://en.citizendium.org/wiki/CZ:Editorial_Council_Resolution_0001

The Chair observes that Council Members Martin Baldwin-Edwards and John
Moffett have already co-sponsored the resolution.

Therefore, I have moved the resolution through the queue and into
discussion.  As I understand the rules, a resolution need not spend any time
in the queue, since the queue exists as a staging area, when the Council is
occupied with other matters.  We are not now occupied with any other
matters.

PRIVATE COMMENT PERIOD: According to the rules, the next step is a private
comment period (to be followed later by a public comment period).  Since we
have already discussed (or offered for discussion) the substance of the
proposal for the last several days, I propose an initial, private comment
period of 24 hours.  If you would like more time, make a motion to that
effect (on this list) and I might allow everyone more time.  I'd like to
avoid a vote on such motions.

Also, please limit your comments to 600 words.  If you want more space, make
a motion to that effect (on this list) and I might be persuaded to give
everyone more space.  I'd like to avoid a vote on such motions.

DUE DATE: Member comments are due, privately, to the Chair (send them
directly to sanger at citizendium.org), Noon Eastern time, 5 PM UTC.  DO NOT
SEND YOUR COMMENT TO THE LIST!  The Chair will post any comments received,
all at once, at that time.

UNTIL THAT DEADLINE, DISCUSSION OF THE MERITS OF THE RESOLUTION ON THE LIST,
ON THE WIKI, OR ON THE FORUMS IS FORBIDDEN.

Once your comments are posted on this list tomorrow, as the rules state, we
will be open for public debate of three kinds: (1) brief position
statements, all on a single wiki page; (2) discussion on the Forum; and (3)
longer supplementary statements from individuals, posted one statement to a
page on the wiki.

You will be able to use any comment you submit during the initial comment
period as your position statement, if you wish.

Note: if there is no objection, prior to voting, I am going to feel free to
continue to edit the rules in accordance with what seems best to me (and my
sense of what the Council wants).  I think this is all right, since the
rules have not yet been adopted, and the resolution does not specify
precisely which version of the rules is being voted upon.  However, note
that once the rules are adopted, the rules themselves state: "Once initially
adopted, these rules cannot be changed by anyone, except to correct simple
typographical errors that do not affect the meaning of rules, or via a new
resolution."

Hence, if you have any quick, easy edits to make, this is the time to make
them.  It will become much harder to edit the rules once we've formally
adopted them.

Just to be clear: I will *not* edit the rules once we move into the voting
period.
