[Cz-editcouncil] 30 hour minimum?

Hello again -

If everyone else accepts this approach then I'm comfortable with any of the
proposed hours.  And maybe then we can move on.  

Should someone make specific proposals that we can yea, nea?  Perhaps those
who feel most strongly about a certain # of hours -- 60, 48, or whatever --
maximum?  I'd like to know that we had addressed the concerns of those
people who felt most strongly about this.

let the proponent ask for a certain urgency. The chair then can  
determine, OK, longer-shorter.
