Point of order: unless we're going to change the rules, the purpose of the
list is not to discuss policies but just to make motions, report actions,
make announcements and pointers to discussion, get information, and other
administrative things.
Now, if this makes you feel unduly constrained, and you want to feel free
this list for discussion, that is something we will have to vote in favor
of. I'm opposed to such a change, simply because this list will end up
being *far* too active, and members will not be able to distinguish
important business from casual discussion without reading every
message--which is too much of a burden to many members (including me). So,
until we vote to change the use of the list, it's out of order.
By the way, someone *could* move to amend Resolution 0001 so as to allow
discussion on the list. The issue will not be settled in discussion, but by
vote.
In the meantime, let's please take this exchange to the Forums. And if/when
we do, bear in mind that 24 hours, or 30 hours, is not the TYPICAL or
REPRESENTATIVE time for a vote on a motion, but the MINIMUM time for a vote
on a motion. In my opinion, the reason it needs to be brief is that we are
trying to replicate parliamentary procedure in an asynchronous Internet
context. So there are bound to be *some minor* issues that need to be
adjudicated quickly, or else the pace will slow to a crawl.
