[Cz-editcouncil] Resolution 0001: motion to amend

I agree with Matt that the Chair may be allowed only a "Casting Vote", if
and only if there is a tie.
The Rules seem to be quite explicit.
Will it be feasible to discuss and/or vote for 2 or more distinct
resolutions (if all are equally important and urgent) within the same time
frame? Or will it simply complicate the Procedure?
BTW, it is 09:40 hrs (IST) of Wed May 10, at my place and I have just now
got the chance to go through all the mails and the Resolution
