[Cz-editcouncil] Resolution 0001: vote on motion to amend

Dear Council members,

I hereby declare discussion of the motion to amend concluded, and we will
now begin to vote on whether to amend the Rules of Procedure according to
Amendment 1.  This is not a vote on whether to ACCEPT the rules, but whether
we will amend the document that will come up for vote.  In other words, we
are not voting on Resolution 0001 itself yet.

We begin voting now, and the close of the vote will be Monday, May 21, at 10
AM Eastern (that's 3 PM UTC).

I apologize for not ending discussion and starting the vote when I said I
would--yesterday.
