The proposed new rules call for a position of Secretary, who is chair of a
Rules Committee (http://tinyurl.com/2fh8rn).  I'm hoping that there is
someone on the Council who is interested in actually serving this way.  See
the latter URL for some details about what your duties would be.  Basically,
you'd be helping the Chair to make sure the Council runs properly, according
