Interestingly enough, this issue comes up in Robert's Rules (Sect. 45). It
states that a person who does not wish to vote may answer "present" or
"abstain." Furthermore, when the Secretary tallies votes, a third column
(other than "yes" and "no") is used to tally abstentions. So the Chair
rules that the gentleman from the Healing Arts Workgroup is correct, that
there should be an abstention column, and in fact, unless there is some
objection, the Chair sees nothing wrong with including this third column in
the present vote, and will be adding the column right away.

Larry, for future voting, should we consider an abstention column? That way
we can still reach a quorum by utiliziing those who are not comfortable
committing either to a yes or no vote.

Members have until Tuesday to vote, however, so you have plenty of time to
procrastinate. :-)
(The Chair also observes that if anyone wishes to vote "No," then according
to Hobbes and many legal theorists, that does not mean you're not bound by
the rules, should they pass. So go ahead and vote "No" if you must!)
