[Cz-editcouncil] Resolution 0007: Council membership rules

Dear Council members,

I move the adoption of Resolution 0007, found at

I am calling for two co-sponsors.  I would particularly like assistance from
co-sponsors who can evaluate the workability of the specific proposal I've
made.  I've made specific proposals about term limits, number of edits
needed for membership, editor/author proportion, and the size of the Council
(33, in case you're curious).

Again, I am requesting that our Secretary chair this particular resolution.
