[Cz-editcouncil] Require editor addresses?

I too agree that the email ids of the editors should be available to all
the other editors, at least of the same Workgroup.
As Regina has pointed out, it may not be displayed publicly.
Many editors do not have the habit of visiting their talk pages regularly.
