[Cz-editcouncil] Require editor addresses?

I completely agree with Supten and Regina. Beeing CZ Editor bears some
obligations, like beeing clearly identified and contactable by other
editors.
I also agree on the fact that it should not be on the Internet.

I too agree that the email ids of the editors should be available to all
the other editors, at least of the same Workgroup.
As Regina has pointed out, it may not be displayed publicly.
Many editors do not have the habit of visiting their talk pages
regularly.
