[Cz-editcouncil] Require editor addresses?

Thanks, all, for your responses.  No one has called for a vote--so we'll
move forward on this front, i.e., we'll put a notice instructing editors not
to remove their e-mail address from their profile.

The only way anyone could see your e-mail address via your user page is if
you type it onto your user page itself.  But other contributors will be able
to contact you by filling out an e-mail form, which is sent to your e-mail
address.  The general public *cannot* do this, only your fellow Citizens.

This by the way is a problem I'm working on: there *should* be a way for the
general public to post *moderated* comments on articles.  I don't know if
there's any easy way to do this, short of writing a MediaWiki plugin
ourselves.  I'm looking into it.
