[Cz-editcouncil] Require editor addresses?

I would be perfectly wiling to post an email address for anyone to
send in suggestions for comments on anything in my field, which I
would then post. More generally, every workgroup could have one or
more designees for the purpose. I do not see how it would require any
specific software.
