[Cz-editcouncil] Require editor addresses?

I should point out that not only are many editors' personal email contacts 
disabled on their pages,  but most are apparently not subscribed to the 
mailing list for their own workgroup.

In my view, there is a real problem with communication links between CZ and 
its editors, requiring an active effort from individuals to participate in 
CZ.  We need more involved editors, as opposed to more editors,,,
