[Cz-editcouncil] Edits to [[CZ:Neutrality Policy]]

Dear Editorial Council,

I have made several edits to [[CZ:Neutrality Policy]], here:

These edits are, I think, merely clarificatory; they do not introduce any
important new policy.  In fact, some people might find some of my additions
unnecessary precisely *because* they make certain clear but implicit points
unnecessarily explicit.  In particular, I added two sections, titled
"Idiosyncratic views" and "Minority views."

I do intend, some day, to rewrite the document completely.  I'll probably do
that at about the same time I write a serious philosophical paper in defense
of the neutrality policy, which I will be doing within the next year.  I
think a briefer, less repetitive, more forceful explanation is possible, but
it will require a great deal of time to craft, I suspect.
