[Cz-editcouncil] Policy Outline being reorganized

I am now reorganizing and partly rewriting our Policy Outline, or what
appears here:

I won't *change* policy significantly as I do this.  I will, however, be
clarifying policy, and some relatively minor pieces of policy, that have
never really been implemented, will probably just be deleted.

A list of the pages where the policy has been moved will be available at the
above URL, as I work.
