Dear Council members:

Richard Jensen has proposed, and I'm supporting, the following substantial
change to the "Policy on Self-Promotion" language.

CHANGE FROM:

* Exception: if your book or article is the only writing, or one of the very
few writings, available on a topic, or if it is typically included in
bibliographies on the topic, then you may include it in an article yourself.

TO:

* Exception: if your book or article is a major resource regarding the
topic, or if it is typically included in bibliographies on the topic, then
you may include it in an article yourself.

There is also a discussion ongoing of this topic on the forums.  Further
revisions may come out of that.
