Point of order: the question at issue is whether the Council should *vote*
about the recipes proposal.  If you want to have a discussion, that's
another matter, which can be achieved two ways:

(1) Ask for a vote, and there will automatically be a discussion prior to
the vote.  This is if you want the *Council* to have a vote.

Or:

(2) Ask for the resolution to be tabled while you (and any other interested
Council members) personally go to the proposal page to weigh in on the
discussion there.

We have no distinct method for "discussing" resolutions without actually
actively *considering* resolutions.  But we can always start a discussion of
a resolution, and then table it after a certain period and before voting.
