Dear Colleagues:

The point about putting through quick proposals on this list is that if they 
are well-considered and uncontroversial they should simply be approved 
without discussion and voting. Clearly, this is not the case for the recipes 
proposal [I don't know why] so it should be rejected for the instant 
process.

Thus, its proposers need to go through the formal process of submitting it 
as an EC proposal. I would also suggest that there should be some discussion 
with our dissenting EC members concerning their reservations on its content, 
before it is submitted as such. In that way, suggested amendments could be 
incorporated in the draft proposal, without our having to go through lengthy 
procedures for a relatively trivial issue.
