All, let's put discussion of the merits of the proposal on the proposal
page:

The only question that it is (strictly speaking) in order to discuss on this
list is whether the Council should vote on the proposal.  So far, I believe
no one has said that the Council should vote on it, but instead leave it to
the conscience and good judgment of the people engaged in the above
discussion.
