Yes, step 3 of [[CZ:Editorial Council How to Make a Resolution]] tells me to add my resolution to the complete list, and then also add it to the #initial proposals page, which I did not have permission for.  So, I couldn't do that.  Also, the instruction page doesn't suggest that only the EC Chair or Secretary should be doing things, which I think Martin mentioned the other day. I also found myself in a redirect loop bouncing between some of the pages.  

 I would write the directions, on one page, something like this:

(blurp about proposal system and forum discussions)

1: Write the draft resolution, following [[this example]] and place it at "CZ:Draft Resolution nnnn' or your private sandbox'
2: Ask for sponsors at editcouncil at mail.citizendium.org
3. When 3 or more sponsors have signed on, the lead sponsor should ask the "EC Secretary" (currently ''name") to add it to the EC resolutions lists.  He/She will copy the draft resolution to the following:

  CZ:Editorial Council Resolutions Complete List. 
CZ:Editorial Council and, in particular, the "Initial resolutions" section. 

4. Private discussions and edits by the sponsors will occur for 1 week.

5. Move to adopt  the resolution, via email to editcouncil at mail.citizendium.org , " I move the adoption of Resolution NNNN, found at ....

Just a crude rewrite, but you get the idea.

Are you referring to "How to Make a Resolution"?--

Maybe I'm wrong, but I thought that was a model of clarity, and that's all that you really need to familiarize yourself in order to start a new resolution.  The Rules of Procedure, on the other hand,

are not intended to be directions per se, but rules--still, I'm sure they could be improved.  If anyone wants to re-draft a version of these rules (for clarity, not content), or offer detailed criticisms so that someone else can revise them, that would be very welcome; we could do so on a "Draft" subpage.  We do still need to encorporate the recent amendments properly into the text of the page.

I just moved the "Outline of the process" section of the "Rules of Procedure" page to the top of the page.  Hopefully that will make matters a little clearer.

I would interpret that as saying that a draft resolution becomes an initial resolution when it is written up in the required form (which David's has not yet), and placed here:

http://en.citizendium.org/wiki/CZ:Editorial_Council#Initial_resolutions

That's all that is needed, because nothing else has been specified in the rules.  It's another step for the resolution to be moved onto the Agenda.  For that, two co-sponsors are required.

Whoever wants officially to start Resolution 0011 should consult:

According to those instructions, Resolution 0011 must be linked in two places:

Apologies to the Council members, and to David Volk in particular, for what was supposed to be a private email to the Chair. 

Apropos of the draft resolutions issue, there is some ambiguity (at least in my mind) about when a draft resolution becomes an initial resolution. Regardless, we await a call for co-sponsors from David, for his resolution which will become Resolution 0011.

I will be away and incommunicado in Germany for 4 days (11-14 June). I hope that any delays in dealing with requests will not be too problematic; I set the voting deadline for Res 10 so that I can cope with it on my return.

By another email to you I have forwarded my email to David Volk about his Res 11, which suddenly appeared on the Resolutions list! I think we need to protect all these pages that only you and I should edit, as there have been several incidents where member of the EC edited things they should not have. You may have noticed that I have protected quite a few official pages recently, which is because of those incidents.

The "Drivers" for some of these are EC members. However, in a few cases the drivers are not EC members. Nevertheless, any EC member can put forth those resolutions in the format of Resolution 0009 [http://en.citizendium.org/wiki/CZ:Editorial_Council_Resolution_0009 ] 
or Resolution 0010 [http://en.citizendium.org/wiki/CZ:Editorial_Council_Resolution_0010 ].
Some of these may be adopted by "acclamation", i.e., without voting, if there is no objection from the EC members.
