[Cz-editcouncil] CZ EC Resolution 0012

Dear All,
I am opening the Resolution 0012 found at:
http://en.citizendium.org/wiki/CZ:Editorial_Council_Resolution_0012
for private comments.
As there is no other Resolution in the Queue, I have bypassed the queue.
