You can discuss anything you like on the forum (within CZ policy constraints). However, until a Bugzilla enhancement request is made, nothing will happen in regards to implementing a change. Also, the enhancement request formalizes the description of the change, which is necessary to get specific community feedback. So, if you discuss enhancements before submitting a Bugzilla request, some comment period will still be necessary after you file the request. Finally, you need an enhancement request in order to post patches that you have tested on your personal CZ clone.
In regards to the test wiki, it isn't necessary to have an enhancement request to change it. It is there specifically for testing purposes.

Now that I've had time to think about the process you outlined for enhancing CZ software, I have a couple of questions.
* You said that Bugzilla should have an enhancement request and then discussion should happen on the forums. Is informal discussion allowed on the forums without an enhancement request, or should an enhancement request be made for every idea or suggestion on the forums?
* Is the same process needed for the test wiki? I'd assume not... in which case, what is the procedure for test wiki changes, and what changes are allowed on the test wiki? Obviously I'd be testing things on my clone first...
