I guess having a general-purpose announcement thread is not the best
solution, since discussion should be allowed. I would suggest instead
to create a "child board" for Tech Stuff under the Technical Forum (
example at
http://forum.citizendium.org/index.php/board,7.0.html ) and to start
individual threads for each new topic that comes up.
