The project was founded in the early 1980s by the Instituto Brasileiro de Desenvolvimento Florestal (IBDF) and later incorporated in the Instituto de Meio Ambiente e Recursos Naturais Renováveis (IBAMA) and dealt with the conservation of marine life and endangered marine species.
