Hi Eddie, yes I can move pages, but I only get to move them when there is a technical problem with the naming.  When there is a 'content' issue like the one you explain, it becomes an editor issue.  They also are able to move pages.  So the process is basically that you bring up a discussion on the talk page or bring it to any of the workgroup editor's talk pages and ask them to take a look.  After that we have to trust their judgement. You can test out editing in the sandbox if you'd like. If you need help to get going, the forums is one option. That's also where we discuss policy and proposals. Moving pages

They also are able to move pages. So the process is basically that you bring up a discussion on the talk page or bring it to any of the workgroup editor's talk pages and ask them to take a look.
