General James Cartwright, United States Marine Corps, is the Vice Chairman of the Joint Chiefs of Staff of the United States. This makes him the second highest ranking military officer in the U.S., junior only to the Chairman of the Joint Chiefs of Staff, ADM Mike Mullen. He chairs the Joint Chiefs of Staff in the absence of the Chairman.
