There is a manual option to achieve this goal if you can wait three months — if new CZ Editors were not automatically assigned the category Category:CZ Editors but rather something like Category:New CZ Editors. A bot would then be required, however, to transfer them to either Category:CZ Editors or Category:Inactive CZ Editors after three months.
