For each cabinet-level agency, there presumably will be a page for the agency itself, and for the head of the agency. We are not completely consistent if these are U.S. (agency) or United States (agency), and U.S. (officer title) or United States (officer title). Whichever is the standard, we probably should have redirects and, when appropriate, disambiguation pages for the other common usages.
Especially the titles, and possibly the governments, also can be ambiguous at Federal and state level, such as secretary of state.
