Pender County is in the Coastal Plain region of North Carolina and has an estimated population of 45,000 people (as of the year 2004). Burgaw is the county seat, and it is also home to the communities of Hampstead and Topsail Beach. The county was named in honor of Confederate General William D. Pender.
