An imprecise term denoting either that part of the [[budget deficit]]: (i) that would occur in the absence of cyclical influences (otherwise termed the [[cyclically-adjusted budget deficit]]); or, (ii) that would occur under conditions of [[full employment]], or, (iii) the  maintenance of which would produce an upward trend in [[national debt]].
An estimate of the budget deficit that would occur in the absence of cyclical influences.
