Structural deficit [r]: An imprecise term denoting either that part of the budget deficit: (i) that would occur in the absence of cyclical influences (otherwise termed the cyclically-adjusted budget deficit); or, (ii) that would occur under conditions of full employment, or, (iii) the maintenance of which would produce an upward trend in national debt.
