Nguyen Van Loc was a Southern Vietnamese lawyer and ally of Nguyen Cao Ky, appointed as Prime Minister by Nguyen Van Thieu from October 1967 to May 1968. A rather obscure figure, he was unable to find a way to leave the country in 1975, which is indicative of the difficulty the military had in finding civilians to fill what were often figurehead positions in the Government of the Republic of Vietnam.
