NANOG or LISA references?

I know I've attended NANOG presentations where several colleges had hard data on the outlier bandwidth consumers in dormitories, demonstrably for music/video downloads, and found quota and social methods that brought this under reasonable control without undue annoyance to all except a few users. Unfortunately, I'm not immediately finding the presentations with searches. Is there anyone there that might remember who and when presented the material?
