I've reformatted the article based on what was there. Currently I think some sections might be converted into subsections, based not on content, but 'balance' alone, but I'll leave this to those knowledgeable in the subject. Just having noticed this article, as a History and Military Editor, I moved it from Status 2 to Status 1. First, it needs a copy edit. Second, it needs neutral language. Third, it needs sources.
I'd rather it be fixed than deleted or moved to Cold Storage. Anyone interested?
