Workgroups reflect old military and current commercial use

Ideally, this would also be in the Geography workgroup. Engineering seems to be the place for commercial aviation and other transportation. Since it was a fighter base during the Vietnam War, it cannot really be kept out of Military and History -- especially when there is a shortage of Editors in the latter two groups. Howard C.
