Completely incomprehensible

This article is completely incomprehensible to anyone other than a computer guru. This is one case where even the Wikipedia article does a very, very much better job of explaining what "Type-Length-Value" encoding is and how it is used.

Unless one of our computer authors or editors revises this article significantly in the near future (it has been in this incomprehensible form since 2008, without any substantive edits/revisions/additions), I will ask that it be speedily deleted on the grounds that it is inadequate.
